Finding the Freedom at the East Side Gallery in Berlin
It’s been twenty years since David Hasselhoff belted out “Looking for Freedom” while he stood on the recently defunct Berlin Wall. When the re-united, euphoric Germans that sang along with him that night decided to maintain a stretch of wall and dedicate it to the freedom they’d found, The East Wall Gallery was born. Over a kilometer in length, the formally blank, bleak eastern side of this preserved section is now a giant canvas for free expression. Chaotic murals, both weird and wonderful, are emblazoned along its surface, and these dazzling, occasionally comic creations perfectly capture the hope, diversity, and lack of cynicism that give Berlin its unique feel.

I understand the original owner of this photograph released it into public domain, but this user is not stating that. Instead he is claiming the work as his? I'm confused. How is this legal?
